To the Present and Past Grand Chapter Officers, Worthy Matrons, Worthy Patrons, Associate Matrons, Associate Patrons, Officers and Members of Subordinate Chapters of Deborah Grand Chapter, Order of Eastern Star, Prince Hall Affiliation, Commonwealth of Pennsylvania,

Greetings:

Be it known that copies of this Proclamation No. 1 will be provided to the following:

All Elected Grand Chapter Officers, Past Grand Worthy Matrons, Past Grand Worthy Patrons, Grand Chairpersons, District Deputy Grand Matrons, District Lecturers, Worthy Matrons, Chapter Secretaries, CC of FC, and to all members of Deborah Grand Chapter via Deborah Grand Chapter’s Web page.  A copy will also be provided to the Most Worshipful Grand Master, The Honorable Samuel King.

All Directives in this Proclamation are to be read in their entirety in each Chapter.  You need only read the list of Elected and Appointed Officers and Committee Members of those appropriate your district.

Enactments to D.G.C. Constitution During

91st Annual Grand Session Wednesday, July 18, 2007

1. Constitution and By-Laws of Deborah Grand Chapter Order of Eastern Star, Commonwealth of Pennsylvania, Article XVII, Demits, section 5, page 51.  ADDEDThere shall be no fee to reinstate with another Chapter within one year of the Chapter becoming defunct or extinct.  After one year, the member must pay the joining fee of the Chapter accepting him or her as a member.

2. Constitution and By-Laws of Deborah Grand Chapter Order of Eastern Star, Commonwealth of Pennsylvania, Article VII, Annual Expenses for Grand Officers, section, 1, page 31. ADDED:  Grand Assistant Treasurer $100.00 per Quarter - $400.00.

Page 34 (c) The Grand Treasurer shall reconcile the bank statements and check book once each quarter.  Change each quarter to monthly, ADDED: providing a copy to the Grand Worthy Matron and Grand Worthy Patron for their individual accounts.

3. Constitution and By-Laws of Deborah Grand Chapter Order of Eastern Star, Commonwealth of Pennsylvania, Article XI, Duties of Grand Officers, section 5, page 16,  ADDED:  1.  The Treasurer must maintain a running balance of all DGC Accounts in each Check Book.  2.  The Treasurer shall prepare a monthly reconciliation of each account Statement and Check Book, providing a copy of the reconciliation to the Grand Worthy Matron or other means to assure the Grand Worthy Matron that the monthly reconciliation has been completed.

4.  Constitution and By-Laws of Deborah Grand Chapter Order of Eastern Star, Commonwealth of Pennsylvania, Duties of the Grand Assistant Treasurer. ADDED:  1.  The Grand Assistant Treasurer, as Treasurer of Deborah Grand Chapter Convention Committee must maintain a running balance of the Convention Committee Checking Account.  2.  The Grand Assistant Treasurer shall prepare a monthly reconciliation of the Convention Account Bank Statement and Check Book, providing a copy of the reconciliation to the Convention Coordinator or other means to assure the Convention Coordinator that the monthly reconciliation has been completed.

 5.  Constitution and By-Laws of Deborah Grand Chapter, Order of Eastern Star, Commonwealth of Pennsylvania, Section 5, Duties of the Grand Secretary: page 17, (a) It shall be the duty of the Grand Secretary to keep an accurate record of the transactions of the Grand Chapter; to report any delinquent Chapter giving the name and number of the same with the amount due; to collect monies of the Grand Chapter and pay the same to the Grand Treasurer, taking a receipt for same to allocate quarterly, all funds due the several Departments; to report annually in writing to the Grand Chapter; to have a Seal of the Grand Chapter, to prepare and forward the correspondence of the Grand Chapter under the direction of the Grand Worthy Matron and Grand Worthy Patron.  Changedallocate quarterly to allocate monthly.

(c ) The Grand Secretary shall forward to each Subordinate Chapter, blank forms upon which to make quarterly returns of the work of the Chapter and furnish such instructions as the Law and Regulations of the Grand Chapter require.  The Grand Secretary shall carefully examine the quarterly returns forwarded by the Subordinate Chapters; carefully determine the accuracy of the funds awarded the Grand Chapter upon the proper basis of assessments; review the roll of membership upon the returns and see that neither irregularities nor inequalities exist.  She shall establish and maintain a complete roster of the vital statistics of the membership of Deborah Grand Chapter and update same by means of the Quarterly Returns reports and roster.  Changedblank forms to a Statement of Account along with the quarterly invoice

(f) There shall be a book containing the suspensions, expulsions, rejections, and their restorations by all Subordinate Chapters.  ChangedBook to membership data base.

Page 18 ADDED:  (m) The Grand Secretary shall ensure that new member information data entered into the membership data base within 10 days of receipt of the OES Degree, upon receipt of the “NEW MEMBER/REINSTATEMENT WORKSHEET.”

6.  Constitution and By-Laws of Deborah Grand Chapter, Order of Eastern Star, Commonwealth of Pennsylvania, Article V, Duties of Committees, Computerization, Page 29, ADDED:  The Computerization Committee provides support to other Deborah Grand Chapter Committees and Fiscal Officers as needed, upon approval of the Grand Worthy Matron.

7.  Constitution and By-Laws of Deborah Grand Chapter, Order of Eastern Star, Commonwealth of Pennsylvania, Article V, Eligibilityof Elective Officers, ADDED:  Section 3 Requirement for Election as Fiscal Officer – All of the elected fiscal officers must possess knowledge and experience in the use of computers.  At a minimum must have working knowledge of a word processing program, example Word, WordPerfect, the use of an electronic spreadsheet, example Excel or Quattro Pro and an electronic financial package such as Quick Books or Money.

8.  The headgear worn for memorial services shall be changed from a mortarboard to a black fez by the year 2007. -RESCINDED

All female members shall wear black robes, and black fezzes for memorial service. The        Past Worthy Matrons shall have the gavel and star emblem on their fez. - RESCINDED 

            Past Grand Worthy Matron and Past Grand Worthy Patrons

The Past Grand Worthy Matrons and the Past Grand Worthy Patrons will be known as, “Pennsylvania’s Finest Pioneers,” of Deborah Grand Chapter. 

Thanksgiving Day Celebration Observance

Thanksgiving Day Celebration Observance will be held in each District on Thursday, November 22, 2007.  Masonic facilities, churches, or halls may be used for this celebration.  Let us learn to care and share as we remember PGWM Betty C. Valentine who initially began this celebration. We look forward to a bountiful and fruitful observance.

Seating

Protocol will apply for all occasions sponsored by Deborah Grand Chapter or a Subordinate Chapter when a Dispensation is required.  The Grand Worthy Matron will be escorted by and seated with the Grand Worthy Patron.  The spouse or escort of the Grand Worthy Matron and Grand Worthy Patron can be seated at the head table if space avail, or escorted to a special seat of prominence at a table near the front.  Honorees must be invited at a seat at the head table or a position of prominence with their spouses.  The other invited Elected Grand Chapter Officers, Past Grand Worthy Matrons and Past Grand Worthy Patrons shall be seated in a position of prominence with their spouses or at a special table near the front.  When the spouses of the Elected Grand Chapter Officers are present and seating cannot be arranged next to their spouse, they may also be seated in the front in special seats or at a special table as the case may be.  Those Grand Chapter Officers Past and Present who do not give prior notice of their attendance at an affair shall not expect to disarrange the seating by their presence.

Town Concern Meetings

Deborah Grand Chapter will hold a series of Town Concern Meetings as a venue for members to express their concerns and to provide ideas/suggestions.  Meetings will be held in December 2007, January 2008 and April 2008 location, date and time to be announced.

Grand Chapter Department and Grand Chapter Committee Chairpersons

Grand Chairpersons are requested to contact their District Chairpersons by no later than October 30, 2007 to begin projects for 2007-2008.  Please send a copy of all correspondence written to the committee members and Chapters to the Grand Worthy Matron and DDGM by October 30, 2007.  Contact the Grand Worthy Matron immediately should you have a question or concern.

New Members Directive No. 1

Membership/New Members

OPEN DOOR MEMBERSHIP RECRUITMENT

On July 16, 2007, Most Worshipful Grand Master Samuel King announced and authorized an “Open Door Membership Policy” for use by DGC.  This policy will be in effect for a limited period of time!  The purpose of this Directive is to provide specific administrative guidelines for the official implementation of the Open Door Policy.

Why an Open Door Policy?

Deborah Grand Chapter’s membership has decreased from a high of 6,000 in 1993 to approximately 3,400 currently.  This is a decrease of more than 40%.  Unfortunately, use of established recruiting methods (via the blood-line and an extended blood-line) have not resulted in obtaining a significant number of new members.  Considering the average 50 years plus age of our current membership, the organization will not survive another 25 years without the addition of a significant number of new and younger members.

Recruiting Technique!

Our intent is to recruit only women of good mental & moral character, who believe in a Supreme Being and are willing to make a personal choice to join the Order of Eastern Star!  Therefore, we must solicit only women who would be an asset to the organization; indeed, would be a valued member of your family!!  We are not interested in recruiting the “most people”; only the “best people”!  Therefore, there absolutely will be NO AWARDS given to chapters that recruit the greatest number under this Open Door Policy!  Your only reward will be the satisfaction that you enhanced the active membership of your chapter!

Suggested Membership Sources

            Good possible sources for the quality of women we need for the organization to thrive are as follows:  your church, Greek Sororities, capable co-workers, good neighbors, and personal friends.  Always remember that you are recruiting members of your family.  Your signature on a Petition for Membership signifies your personal knowledge that the applicant is of good moral character and wants to be a contributing member of DGC!.

 

Recruiting Tools

            Several useful tools are being prepared and will be made available to help your recruiting efforts.  We are preparing a pamphlet entitled “What is the Order of Eastern Star?” and a special Open Door Recruitment Flyer.  Both of these items will be available in September and will be distributed at Seminar 2007.  These materials should be given to all prospective applicants: they may also be distributed at all public OES functions, i.e., banquets, luncheons, etc.   To further enlighten the membership about the Open Door Policy and its implementation, there will an overview of the program during Seminar 2007.  Topics to be discussed include:  recruitment techniques, revised Investigation Committee Questionnaires, scheduling of area and regional Mass Initiations, etc.

Summary

            In summary, sisters and brothers, the Grand Master has given us an opportunity to greatly enhance the membership of DGC, thereby ensuring the survival of our great organization!  It is important that we anxiously, but very, very carefully, take advantage of this unique situation.  Because of negative experiences with the previous Open Door Program, this Directive is issued prior to the approved solicitation of “Open Door” petitions.  We must ensure that adequate preparation, i.e., orientation, training, solicitation materials, etc are in place BEFORE we actually begin the program.

Therefore, applications under the “Open Door Policy” MAY NOT BE SOLICITED until further written guidance is issued by this office.

Directives of the Grand Worthy Patron

When the Open Door Policy granted by the Honorable Samuel King, Most Worshipful Grand Master goes into effect:

(A)     ARTICLE XI, Sec.1 and 2 (page 46) of the Constitution and By-Laws of Deborah Grand Chapter will be non-applicable.

(B)     Article XII, Sections 1, 2 and 3 (page 46) thru 48 of the Constitution and By-Laws of Deborah Grand Chapter will be non-applicable.

All other criteria pertaining to ARTICLES XII and XIII are still in effect.

There will be no applicants from the Open Door Policy allowed to be initiated at the seminar held at the Sheraton Reading Hotel, Wyomissing (Reading) Pennsylvania, ARTICLE XIII, Sec. 1 (page 49) of the Constitution and By-Laws of Deborah Grand Chapter.

Further instructions and guidelines pertaining to the Open Door Policy will be forthcoming.

Mass Initiation

All rules and regulations pertaining to ARTICLES X and XII (petitions) (Pages 46 through 48) of the Constitution and By-Laws of Deborah Grand Chapter are applicable.

All Brothers for initiation will come styled as Master Masons; black suits, black ties/bow ties, black shoes/socks, white shirt and white gloves.

Seminar

(1)    Workshop will be held on Saturday, September 29, 2007 to address changes made to the Ritual.  A panel will be in place for questions and answers pertaining to all concerns and issues about the revised edition of the Ritual.

(2)    Rituals will be available for purchase at the seminar at a cost of $12.00 (cash only).

The new ritual will be loose leaf ring type binders so that changes can be made in the future (if necessary) by replacing only the pages with corrections, without having to order new rituals from cover to cover.  The old rituals are glued to the binder covers.

Degree Work

No chapter will be permitted to perform degree work until the District Lecturer has been informed at least thirty (30) days in advance.
